The participants discussed the basic principles of operation for the Council, agreeing that all procedures should be non-bureaucratic, and all grants flexible. 'The future of Europe lies in the hands of new ideas. The ERC [European Research Council] should work on the basis of minimum bureaucracy and maximum trust,' said Norbert Kroo of the Hungarian Academy of Science, who chaired the first meeting. Members also agreed that the ERC will fund research across all fields following a peer review process of the highest standard. In the short term, the 22 members agreed on a short-term agenda to elect a Chair and two vice-Chairs. The Council also agreed to appoint a Secretary-General in order to ensure the effective operation of the ERC system as a whole. The candidate will be a scientist experienced in management, the Council said in a statement. The statement also notes that a 'preliminary discussion took place on the strategy and implementation mechanisms for the ERC, focusing on the importance of adopting an investigator-driven approach, encouraging excellent and innovative frontier research, and giving real opportunity to young researchers and new teams.' All present agreed that the ERC should be properly distinguished from existing funding schemes within the EU, bringing real added value with its dynamism. The Commission's proposals for the Seventh Framework Programme (FP7), which put forward the idea of establishing the ERC, have not yet been approved by the Council. However, the members of the Scientific Council believe that by starting work early, they will be in a position to develop a carefully planned strategy in advance of its establishment, and to facilitate a rapid and efficient start-up.
